of certain sugars

he US Food and Drug Administration on Oct. 16 took two actions
related to the labeling of certain
sugars on the revised Nutrition Facts
Label. First, the FDA issued its final
guidance to industry on the declaration of
allulose and calories from allulose on the
Nutrition and Supplement Facts Labels.
And second, the FDA sought information
about sugars like D-tagatose and isomaltulose, which, like allulose, are metabolized
differently than traditional sugars. Such
information may lead the FDA to change
how these and perhaps other ingredients
are declared on the Nutrition Facts Label
in a way that may make sugar reduction
less difficult to achieve.
"Last year, the FDA stated that we
intend to exercise enforcement discretion
for a sugar, allulose, to be excluded from
the total and added sugars declarations on
the new Nutrition Facts Label, although it
must still be included in the amount of total
carbohydrates," said Susan Mayne, PhD,
director of the FDA's Center for Food Safety
and Applied Nutrition. "The draft guidance
was based on our commitment to taking
a science-based approach to food product
labeling decisions. Today, we are pleased
to finalize this guidance and to provide
additional information to manufacturers
that use allulose as an ingredient."
Allulose is a sugar naturally occurring in small amounts in wheat, some
fruits and a variety of other foods. It also
can be manufactured.
The final guidance stated the FDA's
intent to exercise enforcement discretion
for the exclusion of allulose from the
amounts of "total sugars" and "added
sugars" declared on the Nutrition Facts
Label. It also called for the use of a general

factor 0.4 calories per gram of allulose
when determining "calories" on the Nutrition Facts and Supplement Facts Labels.
The FDA said it will exercise enforcement
discretion pending a review of the issues
in rulemaking.
However, the FDA said manufacturers must continue to include allulose in
the total carbohydrate declaration, which
is measured in grams on the label, and list
it as an ingredient.
The FDA said it arrived at its decision
to exercise enforcement discretion upon
consideration of data and information provided in citizen petitions and in comments
on the draft guidance, which was published
in the April 18, 2019, issue of the Federal
Register. The FDA said it also conducted
an independent review of the scientific
evidence related to the cariogenic potential,
metabolism, and the caloric value of, and
glycemic response to, allulose.
"The FDA is committed to providing
information to manufacturers regarding
the new Nutrition Facts Label, which is
why today we are also seeking information on certain sugars and sweeteners that
are metabolized differently than other
traditional sugars," Dr. Mayne said.
"We know that some manufacturers
are looking for ways to reformulate their
products to reduce the sugar content,
while still providing products that meet
consumer preferences," Dr. Mayne said.
"The use of sugars and sweeteners that
provide fewer calories, that are not
associated with dental cavities, and that
result in a lower glycemic and insulinemic
response than other sugars could be one
way for industry to make products that
help consumers meet dietary recommendations to limit added sugars intake. We

welcome input on these sugars."
The FDA noted certain sweeteners
meet the definition of a sugar but do
not have the same effects in the body as
sucrose. While traditional sugar increases blood glucose and insulin levels after
being consumed and has 4 calories per
gram, non-traditional sugars, in some
cases, provide fewer calories, lead to lower
blood glucose and insulin levels after a
meal relative to traditional sugars and/or
may not cause cavities.
The FDA said it was aware of three
sugars that are metabolized differently in
the body than traditional sugars: allulose,
D-tagatose and isomaltulose. It asked
stakeholders if there are other sugars that
similarly might be metabolized differently than traditional sugars and should be
reviewed.
The FDA said it could take any of
a number of approaches to account for
sugars that are metabolized differently
than traditional sugars in the declarations
"total sugars" and "added sugars" ranging
from excluding the specific sugars from
either or both declarations or adjusting
the gram amount of the sweeteners based
on their caloric contribution to the diet.
It asked stakeholders if they might
suggest alternative approaches and to
provide any information or data that
should be considered in making a determination as to which approach ultimately
should be adopted.
The request for information and
comments was published in the Oct. 19
